If he is in good(capable) physical shape, tell him to head down to the convention center in the morning (bayside, not cityside). Preferably by 7am, ask around where the teamsters are meeting and say you're looking for work. They're going to ask if you are in the union, and if you are you get preferential hiring, but they pick up people who haven't joined yet if they are busy. If not, they may tell you when to come back when they will be busy. There's also the decorators, which may or may not be harder to get in on. They will require you have tools (basic stuff, pliers/dikes/wrenches/utility knife a JT-21 staple gun will be essential eventually), and the same thing will be asked, are you in the union? Same deal, if they are busy they will pick up new people, and if you like it and join up you can make good money. Can't help with the housing though, sorry.
