I use photoshop but there are a whole bunch of programs out there you could use. I learned how to use it and other programs in a computer graphics class I took back in high school but a lot of the stuff I use to make them I learned on my own. There are a bunch of tutorials out there for getting started and the Chargers website has a huge amount of pics to choose from that are great quality.
